Richard Alexander Wilhelm Welke, son of Richard Hugo Max Welke and Lina Klara Elisabeth Welke, was born on 2 February 1904 at Klein Wittenberg (Jaraczewo), Deutsch Krone, Marienwerder, Westpreußen (German Empire).1 He studied agriculture at Berlin1 and at Breslau, Schlesien.1 He passed the test for practical agriculture in 1924.1
Richard was the owner of an estate, and became a plant breeding inspector in 1925, at Kleinmühl, Deutsch Krone, Grenzmark Posen-Westpreußen, Preußen (German Empire).1
He inherited the mayoral estate of his father, Richard Hugo Max Welke, at Klein Wittenberg (Jaraczewo) on 1 April 1931.1 He purchased another 150 hectares of forest at Kleinmühl to total 350 hectares.1
Richard married Berta Henrietta Herrmann, daughter of Georg Herrmann and Johanna Wilhelmine Zimmerscheid, on 1 July 1936 at Berlin.1
